Sand Harbor's Off-Season Arrives in Stages, and Each One Runs on a Different Calendar

Sand Harbor's off-season doesn't arrive all at once. Nevada State Parks ended day-use vehicle reservations on September 30. It starts allowing leashed dogs on October 15. Its free Halloween movie nights run until November 1. Up the highway at the East Shore Trailhead, the Tahoe Transportation District keeps charging fall parking rates through November 30. Each date comes from a different rulebook, and each changes a different kind of outing.

So the off-season is really a run of handoffs, from early October into winter. The way to plan it is to match the outing to the agency that sets its rules. Here is the order.

  1. September 30. The Sand Harbor reservation requirement ended.
  2. October 9 through November 1. Spooky Harbor's remaining movie nights.
  3. October 15. Leashed dogs are allowed in the park.
  4. November 30. Fall hourly rates end at the Ponderosa lot on Tahoe Blvd.

The reservation gate came down September 30

From May 15 through September 30, Sand Harbor requires a day-use reservation for morning vehicle entry, seven days a week. The park's own page lists the cutoff two ways, 8 to 10:30 a.m. in one section and 8 to 10 a.m. in its fee table. That requirement is now done for 2026. Without it, a visit to the park works the way it does the rest of the year. Hours are 8 a.m. to one hour after sunset. The entrance fee is $10 for Nevada vehicles and $15 for out-of-state vehicles.

Sunset comes earlier every week, so the "one hour after sunset" closing time keeps moving up all fall. A late lunch on the rocks near the Sand Point Nature Trail fits easily in October. By November the same plan needs an earlier start. The Sand Point Nature Trail is a one-third-mile accessible loop with interpretive signs. The half-mile Sand Harbor to Memorial Point Trail leads to smaller beaches and rock areas. Both work well in fall.

Some parts of the park do shut down. The fee table on the state park page currently lists the boat launch as closed for the season. For frequent visitors, compare the numbers. Nevada State Parks sells a 12-month Annual Day Use Permit for $100. It covers entry to every state park and can be assigned to up to two vehicles. At the $10 Nevada rate, that's ten visits. Those visits can be spread across fall, winter and next spring, and the permit keeps working after the reservation system comes back on May 15.

October 15 brings the rule most dog owners are waiting for

Sand Harbor allows pets only in the off-season, from October 15 to April 15. Dogs must be on a leash no longer than six feet.

That leaves a two-week gap. Reservations ended September 30, but dogs aren't allowed until October 15, so a visit from now until then is a humans-only trip. After the 15th, the same beaches and the Memorial Point trail are open to leashed dogs until mid-April. That window covers the whole winter, when the park's lots are kept clear of snow.

The six-foot limit matters on the narrow rock paths. A long retractable leash that works fine on a neighborhood walk may be longer than the rule allows here.

Spooky Harbor keeps the stage busy through November 1

This fall is the fifth annual Spooky Harbor, with seven nights of Halloween movies on the Sand Harbor Stage. Nevada State Parks scheduled the series from September 25 through November 1. Admission is free beyond the standard park entrance fee. Two nights have already happened, and five are left:

  • Friday, October 9, 7:30 p.m. Hocus Pocus, rated PG
  • Friday, October 16, 7:30 p.m. I Know What You Did Last Summer, rated R
  • Friday, October 23, 7 p.m. Monster House, rated PG. The Kids Fall Festival starts at 4 p.m., with trick-or-treating at 6 p.m.
  • Friday, October 30, 7 p.m. Trick 'r Treat, rated R
  • Sunday, November 1, 6 p.m. Coco, rated PG. A Día de los Muertos celebration starts at 3 p.m.

Movies start about 30 minutes after sunset, which is why the listed times get earlier through the month. There are no concessions, and lighting is limited after dark. State Parks recommends bringing blankets, low-back chairs, flashlights and warm clothes. The lineup mixes family films with R-rated ones, and the park leaves it to parents to decide what's right for their kids. All events depend on the weather and can be canceled without notice.

The two late-October Fridays fit with what's happening in town. IVCBA's free Fall Fest runs October 17, noon to 3 p.m., at the Village Center. It has live music, a family carnival, pumpkin activities and scarecrow-building. IVGID's Trail of Treats & Terror is set for Thursday, October 29, 3:30 to 5:30 p.m., at the Village Green and the Fitness Trails. With those, Halloween week has something in Incline on Thursday and something at Sand Harbor on Friday.

The trailhead lot north of the park charges by the hour through November 30

The trail entrance at the Incline end follows a different agency's schedule. The Tahoe East Shore Trail's three paved miles run from Incline Village to Sand Harbor. At the north end, the Ponderosa lot at 1102 Tahoe Blvd is run by the Tahoe Transportation District under its Park Tahoe program. The posted rate sheet charges by the hour from 7 a.m. to 7 p.m., March through November. Fall pricing covers September 10 through November 30.

On the fall rates, the busy midday block costs $1 less per hour than the summer rates of $6 Monday–Thursday and $7 Friday–Sunday. Evenings from 5 to 7 p.m. are free, where summer charged $1. An early walk that starts before 7 a.m. is free all fall. One that starts before 9 a.m. costs $1 an hour.

The shuttle is gone for the year. TTD's East Shore Express ran daily from June 21 through September 12 this season. For the rest of the fall, the trail starts wherever you park.

Construction at the north end, scheduled to wrap this fall

The Ponderosa lot is also part of an active project. When TTD built the trail and a 90-space paid lot in 2019, it planned more parking, but funding didn't cover it at the time. TTD's SR 28 North Parking Project adds 38 spaces in NDOT right-of-way next to the highway. It also adds path connections, water-quality work and a permanent transit shelter just north of Lakeshore. The scope includes removing the informal parking at Rocky Point, 0.4 mile south of Lakeshore Drive. F.W. Carson is the contractor. Once it's built, Washoe County and TTD will handle operations and maintenance.

TTD's timeline puts construction from spring 2026 to fall 2026. The project's FAQ expects shoulder closures throughout construction, plus short single-lane closures with flaggers for tie-ins. Until TTD says the work is done, plan an October trip to the trailhead as if a flagger might stop you on SR 28 near the lot.

The FAQ also covers what comes next for the trail. Design is underway on a segment from Sand Harbor to Thunderbird Cove, and on another from Thunderbird Cove to Secret Harbor that includes parking at Secret Harbor. For now, the paved trail still ends at Sand Harbor.

After November, the snow plan decides access

December is when the two ends of the trail work most differently. At Sand Harbor, the park keeps its parking lots clear of snow and keeps the visitor center open year-round. At the north end, TTD says the Park Tahoe lot is usable most of the year but may be inaccessible in winter during heavy snowpack, and winter use is at your own risk.

Last winter showed what happens in between. After storms in February 2026 dropped more than 60 inches in some areas, Travel North Tahoe Nevada paid for plowing at East Shore Trail Parking Lot #1, contracted through TTD. The goal was to keep people from parking along the narrow two-lane stretch of SR 28. The same announcement warned that State Parks may not clear the trails during the winter months. A plowed lot doesn't mean a cleared path. For a winter walk with a dog, the best bet is Sand Harbor's plowed lots, with dogs allowed there through April 15.

Every outing this fall has its own end date. The reservation requirement ended September 30. Dogs are allowed starting October 15. Coco on November 1 is the last movie. The fall parking rates on Tahoe Blvd end November 30.
